The CT Mirror <a href=\"http:\/\/ctmirror.org\/2015\/12\/29\/state-sets-penalties-for-schools-with-high-exam-opt-out-rates\/\">reported<\/a> on this strategy by the CT State Department of Education a few weeks ago. Note that there is also a bill in the CT Legislature to prohibit the CT SDE from issuing penalties to district rankings when families and students &#8220;opt out&#8221;.<\/p>\n<p><strong>Based on your understanding of the issue, \u00a0what is your reaction to this proposal?
