{"id":13748,"date":"2016-06-13T22:39:59","date_gmt":"2016-06-14T02:39:59","guid":{"rendered":"http:\/\/commons.trincoll.edu\/cssp\/?p=13748"},"modified":"2016-06-13T22:53:09","modified_gmt":"2016-06-14T02:53:09","slug":"what-you-need-to-know-about-hartfords-martin-luther-king-school-part-1","status":"publish","type":"post","link":"https:\/\/commons.trincoll.edu\/cssp\/2016\/06\/13\/what-you-need-to-know-about-hartfords-martin-luther-king-school-part-1\/","title":{"rendered":"What You Need to Know about Hartford&#8217;s Martin Luther King School: Part 1"},"content":{"rendered":"<p><a href=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-school-pic.jpg\" rel=\"attachment wp-att-13763\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-13763\" src=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-school-pic.jpg\" alt=\"MLK school pic\" width=\"2448\" height=\"3264\" srcset=\"https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-school-pic.jpg 2448w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-school-pic-225x300.jpg 225w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-school-pic-768x1024.jpg 768w\" sizes=\"(max-width: 2448px) 100vw, 2448px\" \/><\/a><\/p>\n<p>Recently, I saw a former Hartford politician who asked me, &#8220;Did you figure out what to do with MLK?&#8221; The person got a mean side eye and a question.<\/p>\n<p>What happens when you wrecklessly\u00a0expand privately-managed state charter schools, interdistrict magnet schools, destabilize the other schools with other neoliberal education &#8220;reforms&#8221;, and resist raising\u00a0revenue for public services (as opposed to private stadiums, condos, and the like)?<\/p>\n<p>You get situations like the Martin Luther King, Jr. Elementary School in Hartford, Connecticut in 2016. MLK is a primarily Black and West Indian school that also has a smaller group of Latin@ students. The school is located in the city&#8217;s <strong><em>North End<\/em><\/strong> in the Blue Hills neighborhood.<\/p>\n<p>Until a few weeks ago, the MLK, Jr. school was scheduled for renovation as new for $68 million. Mayor Pedro E. Segarra and the former city council members listed the school reconstruction as one of its capital projects on the city&#8217;s <a href=\"http:\/\/www.hartford.gov\/images\/budget\/18_CapitalImpPlan_FY2016_Adp.pdf\">plan<\/a> for renovating buildings and infrastructure. <a href=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM.png\" rel=\"attachment wp-att-13749\"><img loading=\"lazy\" class=\"aligncenter wp-image-13749 size-large\" src=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM-1024x286.png\" alt=\"Screen Shot 2016-06-13 at 9.07.45 PM\" width=\"660\" height=\"184\" srcset=\"https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM-1024x286.png 1024w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM-300x84.png 300w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM-768x214.png 768w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.07.45-PM.png 1140w\" sizes=\"(max-width: 660px) 100vw, 660px\" \/><\/a><\/p>\n<p>Then the new Mayor <a href=\"http:\/\/www.hartford.gov\/images\/budget\/rec-17\/Recommended_Budget_for_Fiscal_Year_2017.pdf\">recommended<\/a> that\u00a0the project and all other school construction projects be removed from the list of projects. Citing financial problems and not wanting to raise taxes, particularly on commercial interests, the Mayor and almost all new council members eliminated the school construction projects from the Capital Improvement Plan for the City of Hartford.<\/p>\n<p><a href=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.17.46-PM.png\" rel=\"attachment wp-att-13751\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-13751\" src=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.17.46-PM.png\" alt=\"Screen Shot 2016-06-13 at 9.17.46 PM\" width=\"986\" height=\"147\" srcset=\"https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.17.46-PM.png 986w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.17.46-PM-300x45.png 300w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/Screen-Shot-2016-06-13-at-9.17.46-PM-768x114.png 768w\" sizes=\"(max-width: 986px) 100vw, 986px\" \/><\/a><\/p>\n<p>Maybe the Martin Luther King Jr. school project was always a dream. But dreams are hard to extinguish.<\/p>\n<p>Rather than fix the school, the school board majority, the Mayor, and Council seem inclined to\u00a0just move the children out of the school without any guiding policy, no realistic plan for moving the students, nor a complete renovation of the MLK school. So parents, teachers, and students at the MLK school aren&#8217;t buying what the Mayor, Council, and Board of Education are telling them about the school. Some MLK school advocates are saying &#8220;<a href=\"http:\/\/www.courant.com\/community\/hartford\/hc-hartford-mlk-schools-protest-story-0602-20160601-story.html\">we&#8217;re not moving<\/a>&#8220;, while others simply <a href=\"http:\/\/www.courant.com\/opinion\/insight\/hc-op-insight-langlaise-king-school-hartford-0612-20160610-story.html\">demand<\/a> a long-term plan.<\/p>\n<p>Like MLK, these parents, teachers, and advocates, &#8220;refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation.&#8221;<\/p>\n<p><a href=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check.jpg\" rel=\"attachment wp-att-13765\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-13765\" src=\"http:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check.jpg\" alt=\"MLK check\" width=\"1238\" height=\"592\" srcset=\"https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check.jpg 1238w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check-300x143.jpg 300w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check-768x367.jpg 768w, https:\/\/commons.trincoll.edu\/cssp\/files\/2016\/06\/MLK-check-1024x490.jpg 1024w\" sizes=\"(max-width: 1238px) 100vw, 1238px\" \/><\/a><\/p>\n<p>The irony is the Mayor of Hartford has called a forum on &#8220;North Hartford Schools&#8221; on Tuesday, June 14 @ 5:30 p.m. at the Artist Collective. Apart from the issue that nobody uses the term &#8220;North Hartford&#8221;, the forum is odd. The Mayor of Hartford appoints a majority of members (5 out of 9) on the Hartford school board. The Mayor of Hartford, by charter rules, also effectively controls all other\u00a0municipal levers of power with the Council playing a smaller role.<\/p>\n<p>Given that the Mayor and Council have the legal power\u00a0to finance and fix the MLK school in the North End of Hartford, or any school in the city for that matter, there really isn&#8217;t a need for a forum to fix MLK school. Just fix the school or come up with a real plan for them to move. That&#8217;s what the community wants as far as I can tell.<\/p>\n<p>So\u00a0how did we get here?
