{"id":7093,"date":"2017-02-16T00:21:42","date_gmt":"2017-02-16T05:21:42","guid":{"rendered":"http:\/\/commons.trincoll.edu\/edreform\/?p=7093"},"modified":"2017-02-16T00:21:42","modified_gmt":"2017-02-16T05:21:42","slug":"connecticut-office-of-higher-education-on-the-move","status":"publish","type":"post","link":"https:\/\/commons.trincoll.edu\/edreform\/2017\/02\/connecticut-office-of-higher-education-on-the-move\/","title":{"rendered":"Connecticut Office of Higher Education, On the Move?"},"content":{"rendered":"<p><span style=\"font-weight: 400\">\u201cIt\u2019s certainly a problem, it will always be a problem, an unfortunate reality in our times\u201d said <\/span><a href=\"http:\/\/webcache.googleusercontent.com\/search?q=cache:http:\/\/www.sheeo.org\/our-members\/connecticut-office-higher-education\"><b>Keith Norton<\/b><\/a><span style=\"font-weight: 400\">, standing executive officer of the <\/span><b><a href=\"http:\/\/www.ctdhe.org\/\">Connecticut Office of Higher Education<\/a>,<\/b><span style=\"font-weight: 400\"> about financial woes burdening the development and continuation of scholarship programs for Connecticut residents.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On February 14th, 2017 at the Legislative Office Building in Hartford, CT, Norton argued for the transfer of the Connecticut Office of Higher Education into the State Department, as a solution to financial distress \u00a0about scholarship and college preparedness for Connecticut residents. <\/span><\/p>\n<p><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">The Connecticut Office of Higher Education finances the funding and programing for the <\/span><b><a href=\"http:\/\/www.ctohe.org\/SFA\/WillisScholarship.shtml\">Roberta G. Willis scholarship<\/a>,<a href=\"http:\/\/www.ctdhe.org\/MAP\/Default.shtml\"> minority advancement program<\/a>, <a href=\"https:\/\/www.ctohe.org\/ARC\/\">Alternate Route to Certification program,<\/a> <\/b>among many others<span style=\"font-weight: 400\">. The agency has already cut 10% &#8211; 4 million dollars- of the scholarship , since the summer of 2016 in order to be more cost-efficient, yet student-centered, \u00a0according to Norton. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Reductions in the Willis scholarship have already impacted the first year undergraduate classes of Connecticut &#8211; since it was not even offered to them. Norton explained the agency could no longer financially support a student&#8217;s college expenses for the full four years. Only sophomores, junior and seniors would be able to apply for the scholarship and receive aid. In his defense of the agency\u2019s cost efficiency, Norton transitioned to speak about the agency\u2019s need to move into the State Department of Education in order to continue on its path of efficiency. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Norton proposed the transfer would only include 24 employees, 21 of which are current employees of the agency and would provide the agency with resources they need for more effective financing and programming, at no cost. Norton highlighted that the agencies current Information Technology department is only composed of two employees with limited access to key online resources. With the agencies transfer to the State Department, the IT department could expand to five members, since there would be access to increasingly important resources like a variety of databases that contain extensive online reports which could aid cost efficiency and ultimately, the Connecticut student. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Despite Norton\u2019s argument for the transfer, the present representatives at the meeting expressed their concerns about the move. Representative <\/span><b><a href=\"http:\/\/www.housedems.ct.gov\/Walker\">Toni Walker <\/a>(D) <\/b><span style=\"font-weight: 400\">addressed Norton stating, \u201c My concern is you will lose effectiveness and authority in the transfer, that important scholarships you provide could get absorbed\u201d. Representative Walker contrasted that while the \u00a0agency\u2019s current decision making was led by the 21 current employees, the transfer to the state Department would signify new leadership the agency would need to report to, the commissioner of Education,<\/span><a href=\"http:\/\/www.sde.ct.gov\/sde\/site\/default.asp\"><b> Dianna Wentzell<\/b><\/a><span style=\"font-weight: 400\">. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Norton explained that while there are many diverse bureaus in the department, many programs the agency runs must abide by different federal ties and statues.
